The National Public Transparency Program (PNTP), coordinated by ATRICON in partnership with the Courts of Accounts, was conceived as an instrument to induce active transparency in Brazil through standardized evaluation and reputational incentives. This article analyzes the results of the 2024 evaluation cycle and the program’s methodological design, based on a case study with a mixed-methods approach, combining qualitative institutional analysis and descriptive examination of the program’s quantitative data, articulated with the literature on democratic governance, transparency, accountability, and the use of metrics in the public sector. Adopting the notion of substantive public transparency as information oriented toward intelligibility, relevance, and potential for social use, the findings indicate that, while the PNTP contributes to expanding normative compliance and evaluation coverage, its methodological design presents significant limitations in promoting substantive effects of transparency and democratic accountability. These limitations are evidenced by federative inequalities, excessive focus on scoring, and strategic behaviors (gaming and creaming). The study concludes that refinement of the PNTP is both feasible and necessary to align its evaluative instruments with the democratic objectives of public transparency.
